If you are interested in Biology you should surely choose a good institution. Since you have mentioned about budget friendly institutions so I will recommend you to try to get admission in a Government College. You can try CUCET to get admission in Central Universities by giving the entrance exam or you can apply for admission in Government Colleges like Asutosh college etc which have biotech. If your score is not allowing you to get selected in these places and you can spend a bit more you can try LPU or Amity or Sharda or KIIT.As far as UPSC goes, taking an online course from Unacademy is as good as an offline tuition. They are good at providing accurate syllabus and is not really expensive either.

Don't worry you will definitely get good marks this time. The reason for failing might by different as you have not Studied well or there might be any other issue .We all know that 12 th result is very crucial for us .As per latest guidelines of government dates for compartment exams have not been decided due to covid19 , in that case you might have to appear for private examination.
For studying proper , study the subject thoroughly with ncert and prefer previous compartment paper for better understanding and practice .

There is no minimum percentage required to get admission in NITs/CFTIs/IITs. But you must pass in Mathematics, Physics and Chemistry from a recognised board. You can get admission irrespective of you percentage in class 12 provided you must qualify in JEE Main. If you have not passed in Mathematics you are not eligible to get admission. But if you pass in supplementary exam this year you will be eligible. You need to provide passing certificate.

The answer to your question is, it really depends from college to college.
Few colleges provide fee concession if you are the school topper or city topper in the name of scholarship during the admissions or counselling sessions.
Some colleges also provide scholarship/ fee concession based on the rank you acquire in the particular entrance exam for that college.
So, it really depends on which college you prefer.
