No. you cannot change your branch to Civil engineering after you have completed diploma in computer science.
students who studied in non cse branches like civil, mech, ece, etc.. can change their branch to computer science in B.E or B.tech.
but, the students of cse in diploma cannot change to other branches like civil, mechanical, etc.. they have only option to change to IT or into any other CSE specialization courses.
As a CSE student in diploma you will have great and more opportunities in software by continuing the same branch in B.E.
there are lot of opportunities for CSE students in software technologies as the technology is increasing day by day.

Sorry to say but you are not eligible to puruse btech focused in IT. Since you didn't have mathematics subject in your class 12th then it will be quite difficult for you to take asmision in btech it.
You can try for btech focused in biotechnology because you had biology in your class 12th.
Also apart from BTECH course you can opt BCA course as well.
