DAIICT don't provides reservation to OBC candidates. so you comes under the open category.
The cutoff for daiict is decided by the JEE Main ranklist. 150 seats out of 300 seats are allocated through state counselling process called ACPC which lies around 15000 according to the past trends. A score of 180 and above is acceptable for admission in it. You can find more details on the link given below :

I have got 89 percentile and the rank I got under EWS category is 14757 can I get seat in dhirubhai University, Gujarat

First of all Congratulating you on your nice performance and I would like to tell you that based on your rank in EWS,it is very difficult for you to get a seat in dhirubhai University gujrat, however you can look for you may get non core branches, so I would suggest you to must participate in counselling you may even branch of your choices.

According to your rank 100694 it isn't very likely that you can secure admission in DAIICT or Jamia University, however, you may try for other branches.
My jee 2019 percentile is 91.55 ,obc rank is 27043 and i am from Tamilnadu is there any changes to get seat in daiict or in JAC delhi.
Hi ! It seems both colleges are impossible for you because both of these colleges are the best. These colleges demands very high rank. Daiict is absolutely impossible. Still you have a slight chance for NSIT in low branches. And that is also not sure. So hope you understand and best of luck to you.

I don't know about your homestate. However, even if I consider this as your homestate, you don't stand a chance of getting a branch in visvesvaraya national institute of technology, Nagpur. However fill the preferences as you want it to be, because the counseling process can be really unpredictable at times.
Nevertheless, keep searching for other options as well.
