Details of JGEC College -
Placement : Nearly 70%–80% of students, namely from the CS and IT departments, are placed. The largest wage package, which was provided in off-campus placements, was more than 35 LPA. The largest wage package available for on-campus placements is not more than 10 LPA, and the average salary package is perhaps between 2.5 LPA and 3 LPA. Students are hired in JP Morgan Chase and Amazon for off-campus placements. Students that are posted on campus work for companies like TCS, Cognizant, CTS, etc. There is no information available on internships at our college, and there may even be none. Internships are exclusively available off-campus. Here, positions like SDE and data analyst are available.
Infrastructure : This university offers a sizable library with more than 100 hosts' worth of Wi-Fi access. Despite their size, classrooms are equipped with CCTVs and smart screens. To conduct experiments, labs have high-end, pricey instruments. The hostel offers Wi-Fi. A multispecialty hospital is located next to the college. As a result, it is prepared for any emergency. There is a sizable field for games and sports as well.
Faculty : This college has professional professors. The majority of them have doctoral degrees or PhDs. They have more than 20 years of practical teaching expertise. If there are any questions about any issue, they interact with pupils on an individual basis.

CSE in svnit better or Electrical nit Rourkela better

So let's evaluate your situation, NIT Rourkela is a better college, and CSE is a better branch, and you already know this. So let's get to the point
In your particular case I would have gone for SVNIT CSE if I would have been at your place, and I would suggest you to do the same if you don't have any affinity for Electrical or any phobia of CSE. It is because SVNIT is a fairly decent NIT and possess decent enough reputation, so you aren't going to feel disappointed by it at any point.
Now the thing you need to note here is, that it just my recommendation, and is subjected to the assumption that you have no particular affinity to any subject, if you have then I would highly recommend you to go with that subject...

Now coming to the point, in your situation I would say you should either go with BIT Mesra CSE or DTU ECE, see IIIT Gwalior is at par with BIT Mesra I would say, but as you are comparing 5 year IT vs regular CSE at BIT Mesra, I would suggest going for BIT
Now for BIT vs DTU it completely depends on your personal choice, weather you want a better branch or better college, DTU is certainly better than BIT and objectively speaking CSE is in general considered better than ECE. So it all boils down what you want to sacrifice... Although I would say you won't regret in both the cases as both are indeed very good colleges.

So, with regard of you're query. Yes, you may use lateral entry to apply for a B. Tech. in computer science after receiving your computer science diploma. Applications submitted through the Lateral Entry method are accepted by almost all colleges. You have an advantage because you successfully finished the B.TECH. CS syllabus in Diploma CS. You must have graduated from a diploma-issuing institution accredited by the AICTE with a cumulative grade of at least 60%. there are Several of the lateral entry entrance exams.
