Hello Dear,
You have not mentioned the competitive exam which you have appeared and get 15898 rank also please mention the name of your state. Although the rank is not very good to fetch you any government college. But still I say wait for the counselling the cutoff depends on many factors the number of seats available, the difficulty level of paper and number of candidates writing the examination. And, hence varies every year depending on these factors.

The EWS Category refers to the Economically Backward Sections which comes under the General Category itself, but have been provided special reservation on the Financial Backgrounds.
In all Government Colleges and Government Funded Institutes, there is a 10% Reservation Criteria for the EWS Category candidates, which are not available for the General Category.
Hence, EWS Qouta benifits the students a lot!!

Yes you can apply for NLU in Maharashtra. EWS certificate can be used to avail the 10% reservation for the Economically Weaker Section in higher education all over the India and government jobs. One more thing to remember that the EWS certificate is valid for only one financial year from the issue date.
Common Law Admission Test is a centralized national level entrance test for admissions to twenty two National Law Universities in India. Most private and self-financed law schools in India also use these scores for law admissions.

Eligibility criteria for EWS Certificate
- Family income should be below 8lakhs per annum.
- Person whose family owns or possess the following assets will be excluded
- 5acres of agricultural land and above
- Residential at 1000 sq ft and above
- Residential plot of 100 sq.yards and above in notified municipalities
- Residential plot of 200 sq.yards and above in areas other than notified municipalities.
Candidates meeting the above criterias is eligible for ews certificate and they have to contact the concerned authorities for the same.

With this score, to get seat in government college is difficult as top score is 720 this year cut off is very high but as you belong to OBC category you have decent chances to get seat.
By state quota, you got a shot.

The EWS QUOTA reservation as directed by the supreme Court has to be implemented in every college for admission . The rule was new last year so most of the colleges didn't include it in their admission process.
But I guess from this year the college will include the EWS reservation category in their admission process . The college with EWS quota last year is given in the link below. You can refer to that link to get a clear idea about the college and their cut offs.

According to Union minister Harsh Vardhan, within 2 years, the number of seats increased for UG and PG in medical colleges is 24,698. During the period of 2017-18 to 2019-20, the number of seats increased for UG and PG are 15,815 & 2,153 respectively.
The EWS reservation will be allotted for the increased seats not for the existing seats already declared. Here is the data of increased seat number according to state wise
