I scored 16.33 marks in GATE 2020 . Can i apply for TANCA 2020. Will i get top colleges?
Based on the highest score achieved in the examination, in different streams, a qualifying marks is set. To have a valid GATE score means you should have at least scored marks equal to the qualifying marks.

see cutoff score depends on the various factors like number of applicants, your category, choice of streams, seat matrix, questions difficulty level etc. however at this score you have less chances in nits, however I would suggest you to apply for other exam like appgecet, individual university mtech course admission like jadavpur university, DTU etc. you may follow careers360 gate college predictor tools to know about your probable college,

APPGECET exam is conducts by Andhra University for AP State Council of Higher Education (APSCHE). the counselling is based on gate score ad appgecet score. students who have qualified gate may participate in the counselling with out appear in appgecet exam. the two counselling for gate and appgecet score holders would be held on different schedule. so its fine for you to apply for both of the ways for admission.

Let's see whatever I know about that TANCA counselling is divided into two channels that name is GATE and another one is TANCET and also both are have some pretty much different. But in my opinion if you don't get a good college through gate but there are may be chance to get admission through the TANCET. I hope you have no problem for this.

You have not mentioned your category. This answer is written assuming that you belong to general category. The cut off will be very high general category and with your GATE score it is difficult to get seat in IITs or NITs or get recruited in PSUs. If there are vacant seats in special rounds then you might get seat in NITs but there are very low chances of getting seat. For PSUs you need to score minimum 700 or above GATE score to have good chances. In 2019 the cut off for NTPC recruitment for Electrical for general category was 677 and for NPCIL it was 841 for ONGC it was 841. This is what the cut off for few PSUs to give you some idea about cut off.

see cutoff score changes year to year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix, students category, choice of stream etc. you did not mention which of the gate paper you have attempt and what is your category. however at this score, it is quite difficult to get any government Institute from any of the stream as general category.

Indian institute of technology Bombay has announced that dates of gate 2020. The last date to submit the registration form is September 30th 2020.
Actually there are no payment receipt download options, and if you have not download it it is no problem I think. Pic on just after payment the site will redirect you to the application form download site. And you have to download this application form for further details.

i have recently qualified GATE 2020 (FRESHER)and got Mtech in embeded system from nit jamshedpur and also Mtech in Dsp from IIST Trivendrum . if placement is the main concern which one should i choose ?

As per your question if we only consider and compare in terms of placement than:-
NIT jamshedpur:-
As per their officials NIT jamshedpur have an average package of 9LPA and highest package of 39 LPA. Also around 30percent students are placed in top organization.
IIST trivendrum:-
As per their officials average CTC package is of 5LPA and highest package is around 10 LPA.
So as per these officials if we compare both of them then NIT jamshedpur will offer you a higher package than that of IIST trivendrum. So you should choose NIT jamshedpur in terms of better package and placement.
