Both of these colleges are considered among the top colleges for engineering in India.
Campus- TKM Kollam is the way to go if you want a good campus life. The campus is huge with beautiful architecture. The infrastructure of the college is also impressive.
However, GEC Barton Hill's campus is also beautiful with a lot of greenery around.
Academics- TKM Kollam has better faculty members than GEC Barton Hill. Overall, the results of TKM are better than GEC.
Placements- Companies come to both these colleges to offer jobs. Better placements are in TKM Kollam where companies like TCS, MRF, Byju's, IQVIA, etc. come to offer jobs.
However, placements in GEC Barton Hill have become better over the past few years as the number of companies coming to offer jobs has increased.
You can make your decision based on the above factors, I would suggest to go for TKM Kollam.

If you want a good campus life, definitely go for TKM Kollam. It has a divine architecture with a 25 acre campus. The weather in Trivandrum is light and breezy. You will have a great campus life at this place. However, GEC Barton Hill is also a very good option. The lush green trees around its campus make it look beautiful. But, in terms of faculty, TKM Kollam is somewhat better than GEC Barton Hill. The average CGPA of students is also higher in TKM Kollam. But, placements of GEC Barton Hill have shown an upgradation in the last few years because the number of companies visiting the college has increased. So, make your decision on the basis of these factors. Best of luck.

Both colleges are good for pursuing Engineering.
But, both are entirely different in some aspects.
TKM offers better faculties and placements whereas GEC provides better ambience and college life because TKM's campus is confined to a definite place, so there is not much exposure and college life is minimum.
If PLACEMENT is your Top Priority, then go for TKM otherwise, you can choose GEC.

Sometimes it might be the case that all the seats get filled in first round, but what happens is that students seek for better spots and left the seat at later stage which create vacancies which are being filled in later round. So it can't be said exactly when the seats will be completely filled.
