I am sorry to say but your rank won't help you to fetch a seat in these colleges which you are aiming for. Try in some other E tier colleges or prepare again fro the exams and give your best shot.

Nope it's very hard to get admission with 1970 rank in english hons for admission in guru gobind singh indraprasth university.

Because seat is less and without any category reservation it is very difficult to get admission in this college.

Guru Gobind Singh Indraprastha University, New Delhi will release the cutoff of NEET cutoff 2019 IPU tentatively in 2nd week of August. NEET cutoff 2019 IPU released by the institute will be for 85% state quota seats only; the cutoff for remaining 15% All India Quota (AIQ) seats will be determined by MCC. NEET 2019 cutoff IPU will be available after completion of counselling, and will include the ranks and marks of candidates who get the last seat in their respective category.

It is difficult to get a seat in IPU without Delhi quota. According to last year's data , 612 was the cutoff for All india quota for general category candidates for admission into NDMC medical college , Delhi. So , your marks have much difference with the cutoff marks.

Rest , cutoff changes every year.

there is a payment issue going on with IPU it also happened last year, IPU might postpone the date. If the amount has been deducted and not being shown on the account then dont worry either it would show or else you can write an email or letter to the main campus mentioning your peoblem.

Your IPU CET rank 16000 is not great. But still you are eligible to get admission in IPU. There are some college that offers admission under rank 16000 such as
