I have done B Arch from VNIT Nagpur in1998 .I am planning to appear for CEED and persue Mdes industrial design from IIT Delhi after working as design architect for 20 years and worked on commercial projects till date.Will the masters degree in industrial design help me.Will that be a right decision
I don't think that doing masters at this age would be of any benefit. Even after doing your masters you are going to give your 2 years and after that your age will be an actor and you cannot start your career at the age better you can use your experience and get promotion by your work because degree wont help you at this age.
The other factors is that you need to give time to prepare for the exam at this is it is not very ideal age to prepare for competitive exam in also there is not any guarantee of success in the exam.

With 82.92 percentile in CAT and as you have mentioned your academics and it is more than average and also your work experience will be beneficial for you,there are some chances that you will get call from these colleges.It all depends on the sectional cut off in all 3 sections of CAT.

No, there will not be any problem because many candidate prefer to choose one state to study while there home state is different and so does the certificate is from Home state so if you have the domicile of Bihar and your certificate is from Government authorised then you don't have to worry for the counselling.

It would be difficult to provide you the information about the admission possibilities. As per the previous year cutoff, The chances are less to get a seat in NIT warangal or any other NIT civil branch. You can go for the state level counselling like Punjab, Chandigarh, Haryana, MP Etc.
I would also suggest you to appear for JEE Main 2020 April Session again if you wish to get admission in NITs, IIITs & GFTIs.

I cleared class12 in 2018 and I applied for JEE ADV but didnt attempt that year, I was makred absent in the exam. later, in 2019 I gave improvements in all subjects and I attempted JEE ADV but didnt qualify that year. so, am I eligible to give my second attempt for JEE ADV in 2020? Please help me!

A candidate can appear for JEE Advanced only two times: (provided he/she cleared JEE Mains)
1) In the year, the candidate gave his class 12th boards exam and the next year after that.
There won't be any third chance for a candidate under any circumstances. So I suggest you to keep your focus primarily on JEE Mains. Good luck.

No, IIT's does not offer entry in 2nd year of b.tech through lateral entry. Just candidates who have finished twelfth standard or equal from a perceived board and the individuals who have qualified and score great stamps in JEE assessment can get confirmation in IIT. If you want to study in IIT then you have to take admission with 12th standard students into 1st year of B.Tech not as a lateral entry.
