The maximum marks for JEE advanced is not fixed and it keeps on changing every year therefore it is hard to tell you how much marks you need to have to get a seat into Indian institute of technology Delhi.
but what remains same is rank to have a sit into IIT Delhi for computer science and engineering you need to have less than 150 rank in all India if you belong to general category.

Yes, definitely you can persue phd in Physics after completing b.tech and m.tech degrees.
There are many reputed colleges in India and abroad that allows Engineers to persue doctorate degree in physics.
So you can choose to do Engineering first and then do phd in physics.

As you have secured a average percentile score in CAT. And to get other IIM , you need to have a CAT percentile of 95+. As you have secured only 82.26 percentile in CAT you would only get call from other institutes. On the percentile secured by you in CAT Exam , you will get some good colleges. Why iit delhi was gate cutof is high for civil engineering in 2012 2004 1998 33 marks
There are various factors affecting the GATE cut-off score. Now, if we talk about the IITs, the cut-off depends on the number of applications they receive for admissions, the number of seats available and the category of the students applying. So, if the cut-off is high, it means that the competition is high. The number of applicants is high, and therefore they keep the cut-off high.
So, in 2012,2004 and 1998 (as you mentioned), the cut-off were high in civil engineering in IIT Delhi because maybe too many applications were filled for registration and the number of seats must have been less comparatively. Basically, cut-off is just a way of screening candidates based on score.
