Currently only the colleges of Karnataka, Uttarkhand and Himachal Pradesh have reservation quota for Kashmiri migrants. In Karnataka MBBS colleges, Kashmiri migrants will have one seat reserved. In order to apply under this quota in the colleges of these states, you must produce migration certificate issued by the DC of the state, or the District Magistrate.

if you are already an enrolled student of that college then it would be quite hard to change the stream .my suggestion to you is go go to the admission controller office or dean's office ,and ask personally if anything could happen as there is no method provided by the college to change the course online

Since you did not mention your category, I am assuming you are of general category.
Last year the cut off for medical colleges under 100% State Quota was 476 for general category. So based on this, it is difficult for you to get a medical seat under state quota. However, you can get a seat in Institute of Dental Sciences, Sephora, Jammu since previous year its cut off was 351. So you would possibly be worried about the life-style , campus or even about placement or maybe almost placement.
Now coming to "which is better" a part of question .
At IIT Jodhpur, you'll end up in bunch of top minds of country because all of them (mechanical ones) secured an AIR of around 4000 in toughest exam of the country.
This would offer you more chance to prosper due to competition there.

First you should think of that branch or field of engineering in which you are interested because it helps you in long run because placement offers based on your skills not your college. If you are looking for college for placement You can choose CSE because it always pays handsome placement offers. You can also go ECE and Electrical from Dhanbad . You can also opt for Electrical in BHU.

i took admission for b.tech EE at gcet jammu 2019 . i attended classes for 2 monthes . i did not submit any exam form at gcet (¿ preparing for neet 2020) hence not attended exams at gcet(didnt cancel admission).what is my position at gcet jammu , how to attend classes at gcet and what should i do?
Even if you haven't appeared for any exam, if your name has been in the final admission list and you did attend classes for 2 months, you are still a student of the College. And because you haven't cancelled the admission yet, you are still their student. And if you want to cancel your admission, you need to reach out to the College administration.

my sc category rank 1283 in jee adv2020 and also successfully qualified for jee adv.i am intrested in cs branch in iits but as i inquired low rank iits like iit jammu is available.should i go with it or leave it and admitt in top iit with other branche

As you have qualified JEE advanced and you want to go for CS branch, I would suggest take the jammu IIT college with your preferred branch because dropping that only because it is not top of IIT would be not appropriate.
As if you have passion in particular field then whichever college you get is not much imp, you'll do great in any of it. And I believe branch over college. Although its upto you whether you are happy at particular place. Also Jammu IIT is also good in terms of academics also so you should go for it.
