I think yes. Because as per I know no that there is no rule of medical council of India that any Jammu doctors cannot be hired in other States government hospitals. So so you can also find vacancies in government hospital of other states also.

As per I know that there is no rule from medical council of India that if if a doctor have domicile of Jammu and Kashmir he cannot do their job in other states.

Actually in this case there is only one way you can do. You have to go to the institute where you have completed your MSc with admission letter or any other evidence that you you had continued your MSc program. You also have to take your identity card. And proper design later why you did not collect your certificate . At first you also have to contact to the institute of the  by there official website.

At this point in time, The MHRD has come up with a new schedule for JEE Mains, JEE Advanced and NEET 2020. JEE Main examination will be held between 1st-6th Sept, JEE advanced exam will be held on 27th Sept & NEET examination will be held on 13th Sept. NEET 2021 is a far off thing. And all this while Jammu and Kashmir never contributed towards All India Quota. Even Andhra Pradesh and Telangana until last year did not contribute towards All India Quota. So it is upto the State Medical Council to decide whether it wants to participate in the All India Counselling or not. And if Jammu and Kashmir decide against participating in All India Counselling, the same situation might prevail in 2021 as well. We cannot predict anything as of now.

As jammu is a union territory,so according to law,union Territories have to be governed by administors or lietinant governor appointed by the President,so accordingly decision would be taken under guidance of central government.

yes jammu will fall under aiq in 2021 because jammu special status is over now. it is a union territory . now it is controlled by central government of india.
