Firstly I want to tell you that any student from any other state can apply for WB jee retailers outsiders too to take admission but the students must keep in mind that they are from other states so they won't be getting state quota and they have to score high to get into the merit list.
And as you are asking you are from Haryana state so I would be suggesting you that you won't be getting any state quota and also you won't be getting any category relaxation,you would be considered as a General category student. So if you can compensate these things then you must take admission there and give a chance to see that whether you are able to qualify or not.
Also you have to score very much to get admitted there because most of the seats are reserved for theirs state students and if you are thinking to get Jadhavpur University then you might find it more difficult.

This year cutoff for NMIMS Mumbai can lie anywhere between 205-250. So your marks can fall a bit short of clearing the total cutoff. Also your individual cutoffs for quantitative ability may fall a bit short for NMIMS Mumbai. But you do have great chances for MBA Program in NMIMS Hyderabad and Bangalore campuses. And if you specifically want NMIMS Mumbai, you can easily get Pharmaceutical Management there.

I scored 228 in NMAT 2021. My sectional scores are- 62 in Quant, 79 in Logical and 87 in Language Skills. Is there any chance of getting a call from NMIMS Mumbai?
To qualify in NMIMS Mumbai you have to clear its cutoff and sectional cutoff as well.your scores seems quite close to cutoff.
