The candidate must hold a bachelor degree , so any bachelor degree holder can give the exam ,studentsin the final semester may also apply for the UPSC exam.

Some PSUs recruit manufacturing engineering students given that they apply through mechanical discipline in GATE exam.
These include NTPC, BHEL, GAIL, MDL, VIZAG, STEEL and SAIL. Although mechanical students are preferred, manufacturing students are also given chance.
Apart from GATE, Engineering Services Examination (ESE) and ISRO also recruit PI candidates but here also they have to appear through ME paper.

It will be dufficult to get in good government colleges but you can try in private colleges which are of very good standards, the colleges you can try are :

See here's the thing company sentiments in India are not similar to foreign company sentiments as here there's a biasness towards more overall or inclusive branches like mechanical that tend to be a bit all-rounder. Whereas branches such as manufacturing and production are more exclusive and concentrate on a particular aspect of mechanical engineering. This outdated sentiment is because of the company structure they still have running where an employee is made to perform tasks even out of his field. This is why electronics telecommunication is way more preferred for the same core electronics job over and electronics engineer. The company lets say wants you to know everything so that you can easily swap places in another department.

IOCL or other PSU companies are notified only mechanical electrical etc but their is no manufacturing engineering branch then how they apply

I am afraid that you are calling Mechanical a non-manufacturing branch.
Quite strange!
IOCL and some other PSU's are only inviting apllications from Mechanical and Electrical,because they need the graduates who can work in the industrial sector as well as in the private sector.
And there are many PSU's whose main focus is only on the graduates of Civil,Electronics,Chemical engineering..etc.
So every PSU accepts the applications depending on the branch with which the graduate gives the GATE exam.
Please don't call Mechanical a non manufacturing branch.
