There is this YT video in that the person is saying that we can get mbbs seat in govt medical college even if we score around 130-250 marks in neet during counseling if we go till mopup round, he said that such admissions take place offline, I dont believe in this but is this true?!
See there can be some exceptions but in general this kind of things don't occur a lot. Many students who are scoring 350-450 are there as its the marks range where the density of the students are the highest. So I would say don't concentrate on such things, it can be true but it would be exception. So try to score as much as you can in order to have the best shot for MBBS.

I think,I will be scoring 391 marks in NEET 2021. I am from Andhra pradesh and belong to BC-A cateogary. Is ther a chance I can get MBBS seat In ALL INDIA QUOTA in any state at all...if I wait untill mop up round? If yes...Can you name them?

As per the previous year's cut off and taking your score and category in to consideration there is a very less chance for getting an admission in to a medical college through all india quota.

Though you don't have a good score but you can get admission in a government college also as you belong to the ST category. You can try for government colleges. You can also get a seat in a private colllege. I cannot tell the exact college you can get as the cutoff varies every year. Possibilities are really less .since cut off is increasing day by day so is the competition . Getting a government mbbs seat is difficult in this marks .But you can always try for the private colleges and of you want can join them as well ..Keep an eye on the counselling procedure.

It is difficult to predict the cut off marks or ranks but according to previous year trends your expected rank would lie between 108736 - 140886 but it may vary every year depending on the following factors
1. Level of question paper
2. Total no of candidates
3. Category of candidate
4. Total no of seats
5. Marks obtained by students

so the cut off for general category in state quota in west bengal for year 2019 was
1.Bankura Sammilani Medical College, Bankura - 540 marks
2. Institute of Postgraduate Medical Education & Research, Kolkata - 580 marks

And the last cut off was 519 marks so you have less chance to get mbbs govt ollege under state quota for general category but you can get dental or pvt medical college
