Is 100% seats filled by MCC in AIIMS, Mangalagiri in AP or else 15% by MCC & 85% by State Council?

Admission to All India Institute of Medical Sciences,Mangalagiri is done through the Medical Counseling Committee 100% of the seats are filled under All India Quota competition only.
Admission procedure,every candidate it is compulsory to qualify neet and age of 17 years or above on 31 December.

From you profile I see that you belong from Mizoram . The closing AIR through AIQ for Zoram Medical College in Mizoram in 2020 was 95727 and score of about 490.
The closing AIR for the last government medical college through AIQ for the ST category was 96,390.
So ,seeing the above cutoffs it seems difficult that you'll get a government medical college through All India Counselling despite having an ST category .

Will I be able to participate in 1st round state counselling of open state, after I join seat allotted to me through 1st round of MCC?
Hello Aspirant,
- During the reporting at allotted establishments in 1st session, an exit choice is accessible.
- After that, no such provision is provided.
So, you can't take part in the next session of seat allocation.
2nd round of counseling
- During the procedure of seat allotment, an exit with a forfeiture option is available.
- Exit with forfeiture implies that if an aspirant is allocated a seat in the 2nd session of counseling and don't wish to enroll for the seat he can nonetheless, leave with forfeiture (forfeiting safety payment paid) and if an aspirant enrolled in the seat he/she will be ineligible for withdrawing the seat.

As your profile suggest that you are from Delhi, so according to previous year cutoffs trend, at your score you have almost nil probability of getting admission in government medical colleges in your category. But you can try for private medical colleges and deemed universities.
However remember that cutoffs changes every year due to various factors such as number of students attempted exam and number of students participated in counselling, difficulty level of exam, reservations and more. So nothing can be predicted with certainty.

dear sir, seat allotted in deemed univeristy through mcc aiq counselling is government seat or is management seat, since fees are different for govt seat and management seat. in addition i am fmg got no state quota. kindly clarify on this

See there are no any kind of Govt. or Management quota seats in any of the Deemed universities instead they have only single kind of seats which are to be filled through either AIQ counselling or if the seats remain vacant then Universities itself conduct counselling for those seats so there is no any kind of government or management quota seats.
Also note that there is no any state quota counselling for Deemed universities.

seat allotted in deemed univeristy through aiq by mcc, will they charge the complete tuition fees or less then the actual tuition fees?

See if you get the seat allotted by MCC in any of the deemed university and if you want to confirm that seat then definitely you have to pay the seat confirmation fee which is little bit less than the tuition fee and when you report to the college for final acceptance of seat then you have to pay the remaining amount to the college. Note that the amount which you will pay as a seat confirmation fee will be settled down in your college fee so you don't have to pay full college fee after submitting the seat confirmation fee.
In AIQ counselling there are generally 4 rounds, Round 1, Round 2, Mop-up round and Stray vacancy round (this round is conducted by institutions itself for vacant seats but some institutions don't conduct this round). So you have to pay non-refundable counselling registration fee and refundable security money before the Round-1 registration and then later on till mop-up round you don't have to pay any fee again until and unless a seat is allotted to you.
