No,you don't need to fill application form of jss university.
Admission to jss medical College take place through AIQ counselling for deemed college conducted by MCC. So you only need to participate the AIQ counselling and if you got allotted this college in any round,you can take admission directly.
NEET 2020 cut off for management quota seats for this college was AIR 64322 ( marks 520+ approx) in second round allotment of AIQ counselling.
So if you want this college your score must be around 530-540 this year to have your chances. Although scenario will be more clear once result get declared.

Can we still opt for IP University colleges like VMMC thru mcc neet counselling in DU 85% quota even after not registering on ipu site before neet exam. or Is there a chance we can still register for the same?

Firstly you have to register for MCC counselling. NEET Counselling for 15% AIQ seats will be conducted by MCC, while for 85% of state quota seats, the respective state authorities will be responsible.
So first 15% seats are filled through Air rank. So VMMC college comes both under delhi that is state counselling process as well as all India counselling conducted by MCC.
Admission to 150 seats to graduate medical course, leading to the degree of MBBS is done on the basis of CET/NEET conducted by GGS IPU/MCI.
Now as IPU forms are out and the process is finished you only have the option to get good score probably above 600 to get a seat through MCC counselling.

Rajrajeshwari Medical college and hospital in Bangalore is a deemed university . The college is approved by MCI and is affiliated to Rajiv Gandhi University of Health Sciences.
Since the counselling for the deemed university is done by the MCC, the candidate do not need to fill any separate form for admission.The candidates will be required to register themselves on the website of MCC. On the basis of NEET score and the rank, the candidates will be invited to participate in the centralised counselling process.
At the time of admission or reporting at the allotted college, candidates will be required to furnish the following documents failing which candidates will not be allowed to take MBBS admission in Deemed University 2021.

• Date of Birth Certificate (if Matric Certificate does not bear the same)

I hope you are doing well. If you registered for keam medical then you can apply for state medical counselling process through keam. All that matters is whether you are a NEET qualified candidate. If you are qualified, you can definitely participate in a Keem medical counselling.
Candidates wishing to attend one of the medical and related courses must create the NEETUG 2020 managed by the National Examination Authority (NTA). Candidates must achieve a minimum score of 50 Percentile NEET (UG) 2020 to qualify for and thereby earn a bachelor's degree in MBBS / BDS / BAMS / BHMS / BSMS / Unani Medical and Surgical Courses. there is. However, in respect of SC/ST/SEBC, the minimum marks shall be at 40th percentile. In respect of candidates in Persons with Disability category, the minimum marks shall be at 45th percentile for unreserved category and 40th percentile for SC/ST/SEBC category. To qualify and thereby become eligible to figure in the rank list for Agriculture/Veterinary/Forestry/Fisheries courses a candidate has to score a minimum of 20 marks in the NEET-UG 2020. The candidates who do not score the minimum stipulated marks will not find a place in the rank list.

NEET 2021 results are expected to release in upcoming few days. If you take admission in UP by All India Quota - AIQ Counseling and you wish to derive reservation benefits for OBC - NCL category then you will have to provide a valid OBC- NCL certificate signed by a competent authority.
Though the certificate you are mentioning is also valid, but you can check the format of Caste certificate on the brochure released by NTA for NEET 2021.
Also you must check if your category is in Central list of OBC-NCL. You can check it on official site of NCBC - National Commission for Backward Classes-

I was student of class 12th from delhi hence valid for DU Quota in neet . During all india counseling thru mcc can i apply for du colleges thru DU quota and other gov colleges thru AI quota simultaneously? If yes then pls state things i should keep in mind while filling the counseling form.

Yeah definitely you will eligible for du quota if candidates must have passed Class 12 from any school in Delhi- NCR.
YOu can simultaneously attend the AIQ counseling and DU quota counseling also as both are conducted by MCC. You must have to choose the option of centeral university quota that Is for du,bhu, amu.
