will the neet pg/mds cut off be reduced twice a year ...? has it ever happened before ...?
The cut offs are usually reduced when the no.of Candidates qualified for the first time are lesser than the no.of unfilled or vacant seats. I 2019 as well, DCI reduced the cut offs just like in the previous years. But there has been no mention of the cut offs being reduced twice in the same year. This year as well for NEET MDS 2020, the cut offs have been reduced by 18.935 percentage which is approximately 66 marks across all Categories. Now the new Cut offs are as follows:
General/EWS: 31.065
SC/ST/OBC: 21.065
General PWD: 26.065
And the revised marks are as follows:
General/EWS: 220
SC/ST/OBC:188
General PWD: 204

i got 349 state rank in andhrapradesh for mds will i get seat in orthodontics or endodontics in b category?

There are 20+ colleges in Andhra Pradesh which accepts seat through the NEET-MDS . As you have secured 349 rank and expecting seat in orthodontics or endodontics category under b.
There are little chances you to get in into your desired course. Because there are few seats available in Andhra Pradesh. So it will be depended on the number of applicants and vacancy from your state.

Average Fees for a govt.MDS seat every year : 15,000
Total Average cost of MDS for 3Years : 45,000
Govt.colleges pay stipend to MDS students(every month) with a minimum possible average value of 15,000 at the time of joining to 30,000 by the 3rd year MDS
Considering the minimum amount of 15,000 pm, the total average stipend money in 3 years of MDS 5,40,000
But,In some colleges like AIIMS MDS stipend goes as high as 40,000 plus per month.

if we have low marks in mds 2020 neet exam and if college have them a vacant seat left after the mop up round then we can apply for that seat or not
Mop up round is conducted for admission to Deemed/Central Universities and IP Quota of ESIC Colleges. You haven't mentioned whether you have qualified in NEET MDS or not. This is important because even to participate in NEET MDS Mop up round, you have to qualify in PG Dental entrance exam by securing the minimum qualifying percentile. The cut offs for various Categories for NEET MDS 2020 have been as follows:
General Category: 50 percentile: 286
OBC/SC/ST: 40 percentile: 250
General: PWD: 45 percentile: 268
OBC/SC/ST: PWD: 40 percentile: 250
If you have scored equal to or more than this, you can register for NEET MDS and fill in the choices. But if you haven't scored the required marks, then you cannot register for the Mop up round because you did not qualify in NEET MDS 2020. You might have to reappear for 2021.
is there any possibility of revised cut off percentile announcement shortly for MDS 2020
The cut offs are revised when the no.of seats lying vacant or unfilled are more than the no.of Candidates who have qualified after the first cut off. The revision of cut offs is done so as to let more Candidates qualify so as to fill the seats. Last year, the revised cut off was released for Round 2. But this year it hasn't been announced so far. So it is difficult to have a possibility that Dental Council of India will revised the cut offs for MDS 2020. Because after 2 Rounds, it is the Mop up round and it is highly unlikely that there would not be Candidates who want to take up seats in the mop up round. But again, it is always good to wait to hear from the authorities. If you ask us about the possibility, it is less but you should always wait to hear from DCI about the revised cut offs.

It is not mandatory for the cut offs to be revised. Cut offs will be revised only if the no.of seats lying vacant are more than the no.of students applied for consecutive rounds of counselling.
As on June 3rd, the registration for 2nd round of NEET MDS Counselling has begun. Till now there is no any notification was released by DCI regarding revised cut-off for NEET MDS Counselling 2020.
So all we can do is wait to hear from respective authority like DCI regarding this.

sir/ mam if I didnt get any mds seat allotment in round 2 counseling, and if I dont want to participate in futher mop up rounds & others, when will I get back my refundable 2 lakhs?
Yes. The refundable amount of Rs. 2 lakhs will be transferred back to the same account the payment was made from. This is in the cases of where you have not been allotted a seat and then you do not want to participate in the further rounds. After all the rounds of Counselling are over, the authorities will release a list of Candidates who are eligible for the refundable amount and the amount will be transferred to the same account the amount was paid from.
