Well, with SC rank 15676 you CRL rank should be around 250000-270000,
And, If you have completed your schooling in puducherry then your homes state NIT is NIT Puducherry. But if from Tamil Nadu other than puducherry than it will not be considered as your Home State, Now Coming to Closing Rank:
For 4th round of Josaa:

So, if you would have puducherry as your Home State then you must have got every branch there, but if you haven't got that, it means it isn't your Home State...

Answer latercan i get placed in NIT Puducherry atleast in 3rd round with 67.11 percentage ,obc category,home state ,any course
As you have secured 67.11 percentile score in jee mains from obc category, then it's impossible for you to get nit puducherry, even if you belong from home state quota.
This year the cutoff percentile score for obc candidates was around 72. And therefore you have not cleared the cutoff for jee mains this year.
As you have got 67.11 percentile then your obc rank is around more than 125000. And with this much rank you can't even get any branch of nit puduchery.
And last year the highest cutoff closing rank for obc home state candidates was - 96543 ( for civil engineering, in round 7 ).
So, you cannot get nit puduchery in any round counselling this year.
Better you try for some other private colleges.

Every year, the cut offs vary. They depend on many factors such as the average performance , cut off trends, result, no of candidates etc. I'll give you an account of previous years cut off for your category at NIT, puducherry :
- 2019 : cut off for obc female category - 6128(AI) , 56280(home state)
- 2018 : cut off for OBC ncl category- 25455(opening rank) to 64355 (CR) for home state quota, and for AI , it was 2565 - 5382 ranks.
- 2017 : 22473(OR) to 72622(CR) for home state quota. And for AI, 2089(or) to 5688(cr).
