As we go through the latest cut-offs of JEE-Main 2021 of JOSAA 6th round then it shows that the closing ST rank was 775 for CSE branch in NIT Silchar under Other state quota for ST category.
Now to secure such rank you should have your JEE-Main 2022 score at least 165+ marks out of 300 and percentile against this is expected to be in the range of 98.5-98.9.

Note that the above prediction is made on the basis of latest cut-offs available on official website of JOSAA or CSAB and the cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
From now very few time is left for JEE-Main 2022 so it is time to bind up your JEE-Preparation and start solving mock tests as much as you can to improve your time management skill.

See from now very few time is left for JEE-Main 2022 and with only 30% of the syllabus of JEE-Main it is quite difficult to crack JEE-Main with good marks so that you can get into any of the NITs.
As we know that there will be 2 sessions for JEE-Main 2022 so I would recommend you to target for May session because you will get at least 1 month for it, although it is very les for JEE-Main preparation but at least you can cover your JEE-Main syllabus around 50% and then in last 10-15 days I would recommend you to only solve previous year question papers and sample papers for JEE-Main 2022. I fervently hope that your JEE MAINS preparation is going inn full swing. You are aiming for top a rated NIT i.e NIT Silchar. Since, this is a top rated NIt, you would have to score good marks in your examination to get your desired branch irrespective of your category. However, since you have not mentioned your category, I'm considering you as a general candidate. In order to get civil engineering branch in NIT Silchar you need to score a minimum of 94+ percentile and for this your rank would be around 35-45k. To be on the safer side, try to get as best rank as possible. This is because JEE MAINS cutoffs keep on fluctuating every year and is different for different category students.

Yes, there is only one NIT in Assam which is NIT Silchar ,so if you want Computer science branch for an NIT your only option is NIT Silchar but there are many other good government and private college which offer Computer science engineering in Assam and all over India so you can also choose other state NITs but you will not get admission through the state quota you will be applicable through all India quota .Assam also have IIT Guwahati.

IN CSAB 2021 at nit silchar only civil engineering seats were left for home state students and the cutoff was about 79672 for general category students and other cutoffs can be found from directly the website of csab 2021 also these ranks should only be used for reference purposes as the same trend might not get repeated again in the future.
On searching for your query I could not find any such offer provided by the institute you mentioned though iiit bhubaneshwar provides tution fee waiver for only those students who have annual parental income less than 2.5 lac but yes above that they will have to pay all other fee including mess, hostel etc

To get admission in NIT Silchar you need to get below 1000 rank for ST category.
So i prefer you to apply for every NIT so you get your desired course if you have the rank thn it's is well and good

NSP is the central portal to apply for state level, central level, and UGC scholarship schemes. NSP registration forms are available online. The National scholarship portal last date is December 15, 2021, for central schemes.
There are some edibility criteria for NSP scholarship and if fall under that then for sure you will be eligible for this.
Here I've mentioned below the eligibility criteria for NSP Scholarship program.
Students of all streams and classes are eligible for National Scholarship Portal registration. students of class 11 to higher education having at least 50% marks in previous exam and their family income should be less than 2 lakh are eligible for this scholarship.
students who belongs to SC, ST, OBC, and other reserved categories can apply for NSP 2022 pre matric and post-matric scholarships
Single girl children can apply for PG Indira Gandhi Scholarship offered by UGC through the National scholarship portal login.
Meritorious students of all categories can apply for a UGC scholarship and get financial aid for pursuing higher studies
Minority, special students and EBC category students can fill the NSP scholarship form 2022.
