JEE-Main 2020 cut-offs has not released yet so I can guide you according to previous year's cut-offs. As per the data given by you about yourself you need to have rank in the range from of 1500-1800 because last year's cut-off for Home state ST category Males was 1868 and for Female it was 1603. On the basis of rank it is little bit difficult to predict marks because now marks are not declared only percentiles are declared so you should have more than 92 percentile.

In 2019 a candidate with rank SC category rank 3949 secured seat in NIT, Silchar in CSE under home state category. Considering this you have decent chances of getting seat NIT, Silchar in CSE. But cut off changes every year depending on number of seats available, difficulty of exam, number of candidates appeared etc. and your rank may also change depending oh highest marks scored in a session, number of candidates appeared etc. So you need to score above 100 marks to have decent chances of getting seat.

Is rungta engineering college is better than NIT Silchar?

I'll recommend you to join NIT Silchar and not Rungta Engineering college because the exposure and placements at NIT silchar are far better than Runglta engineering college.
NIT Silchar has a great placement record with more than 86% of B.Tech students getting placed every year, with an average annual CTC of INR 6.25 LPA and the highest package as INR 32.5 LPA.

As part of jee counselling. I need to report to tezpur university between 28th June to 2nd july as I have been allotted to nit silchar.
Yes they will be open every day of the week during those given days . You can go on weekends too. Try to go as fast as possible during the early hpurs of the day to avoid long queues and unnecessary delays . Also take all the documents you can think of to avoid any unforeseen circumstances.

If you have an interest in computer applications and software, you should take Computer Science and Engineering.
Don't worry about coding, it's a very interesting subject and ab=ny programing language can be learnt in 2 months easily. It just demands practice.
You can learn coding through many institutes outside your college as well.
So, if it's coding that is bothering you, don't worry about that and take the seat.

The spot round is conducted in college itself and so you cannot change the college through spot round. You can only upgrade your branch or get a seat in the same college. So in your case, You can just upgrade your branch in spot round of NIT Silchar and you have to be personally present there

There will be no scholarships on the basis of your 12th percentage. However, scholarships are available for students belonging to economically weaker sections of the societies. For OBC-NCL students, the criteria is around 1 lakhs per annum family income. If the income of your family is in this category then you are eligible for fee concession depending upon the administration of the college, generally, the 2/3rd fee is waived off.

NIT Silchar provides a 100% Tuition Fee waiver for SC/ST/PH students.
Full Remission of Tuition fees for General/OBC candidates whose family income is less than Rs.1 lakh per annum.
The Tuition Fee of NIT Silchar is Rs.62,500 (Per semester).
Therefore, the total institute fee for General/OBC candidates whose family income is less than Rs.1 lakh per annum will be Rs.17,870.
