I think you are misunderstood or misinformed.
There are only 6 branches offered by NIT Silchar in B.Tech.
These branches are-
1. Civil Engineering
2. CSE
3. Electrical Engineering
4. ECE
5. Electronics and Instrumentation Engineering
6. Mechanical Engineering
Even if you check the JoSSA Round 5 cutoff, there is no mention of Mining or Metallurgical Engineering.

You can get that seat in the further rounds if your rank comes under the cutoff. But if you have not added NIT Durgapur at the beginning of the first round, then there is no way to get that college because you can't change your choices mid counseling. If NIT Durgapur is below NIT Silchar in the choice filling then you won't get the seat because the system doesn't check anything below your allocated college.

Don't worry regarding that. As each year number of seats in NITs and IITs increase. And that's the reason why a person with your rank in 2017 was not getting and in 2018 it was available.
Feel assured regarding that, this year too the cutoff will be almost around or might be more beneficial then previous one's.
