Since you have already done your Bachelor's in English, you can neither pursue a degree in commerce, nor in science. You are only left with the field of humanities. In humanities, there are n number of sub-fields and specialties like Psychology, Hindi, Sociology, History, Geography, Economics, etc. What I would suggest, if I were in your position, is to take up Linguistics. It is a very vast field, a scientific study of language and a very up-and-coming field, students are in demand who have done Linguistics' course.

First of all congratulations that you are eligible enough to get at least a Government Medical College for MBBS.
See, if you don't want to study for NEET all over again for 1 Year, then you should surely go for this newly established medical college.
But, if you want a better medical college and also have a great dedication inside you regarding your studies, you can go forward with Drop. If you study properly, work hard on weak topics, clear all your concepts and practice more and more number of MCQs then you will surely come out with flying colours.
It's also true that if you go to newly built medical college, there will be something or the other deficiency in the college. But, getting the Medical College is itself a biggest achievement for any NEET aspirant.
