There is a whole procedure which needs to be followed and only after that you will be alloted a hostel room. The allotment is done on the basis of following categories-
DASA,Outside Delhi,NCR,Delhi(Far),Delhi(Near)
You will get a online copy of your request and they will also receive an email from the institute that they have applied. The documents that needs to be submitted are- your photographs (five) , transfer certificate,provisional allotment letter.

Now considering you as a general candidate , you will definitely get a seat in ice in nsut as the cut off will be cleared if we consider your rank. As you have mentioned that in 50-60 marks according to predictor you are obtaining around 2L. I would tell you that it is quite possible but at the same time I would tell that predictors are not 100% right but it can vary according to certain factors which needs to be taken into account like the difficulty level of the paper in that shift, quality of students appearing in that shift.
Coming to nsut for getting civil, considering you as a general candidate you cannot even think of getting civil here because atleast 97 percentile is needed to get nsut civil.
