First of all congratulations  you have got very good percentile. 98.8 percentile means your AIR would be less than 29k which is very good sign you can easily get a seat in any NIT with any core subjects .  Don't bound yourself by just focusing on NIT's  try to focus on advance parallelly there are high chances for you to get into any top IIT's. To be eligible to get admission in DTU,  NSUT, you need to submit valid OBC-NCL certificate to the authorities. Only on the basis of OBC category or certificate you cannot get admission. It is must to fall under OBC Non Creamy layer to avail benefits of reserved category otherwise you will be counted as general candidate. You can check out on your own if your caste is mentioned in the reserved category(OBC - NCL) central list.

According to you, you got 76 percentile in JEE Mains 2021 (Feb attempt) then your rank will be around  245520 - 276000. According to the previous year, the closing rank of NSUT(Netaji Subhas University of Technology) for the ECE(Electronics and Communications Engineering ) branch is 15,264, the closing rank of DTU(Delhi Technological University) for the ECE branch is 15,042. But you are belonging the SC category, so you have a reserved category quota and also home state quota for DTU , NSUT Delhi. There is a chance to get admission in NITS(National Institute of Technology ), NSUT, and DTU for the ECE branch.

With reference to your query , I would glad to inform you that it is not necessary to give jee advancce if you are eligible for it . If you are aiming for NSIT and DTU .then jee main score is sufficient as admission are done mostly on it . But you need to have above 96 percentile in NSIT to get admission in home state delhi and if you non-delhite then you need to have 99 percentile. The NSIT cut off goes around 2336 rank for computer science and 13k for ece wherea for DTU you need to have 14000 rank for cse branch if you are resident of delhi

No doubt, DTU offers good placement opportunities for students but in case of biotechnology its is comparatively less than the other courses. On the other hand , Biotechnology in NSUT has good number of opoortunities in the companies such as  IBM, Accenture, Wipro, TCS, etc. Also, as per the reviews, every year the top salary package offered in Biotechnology is more than 25 LPA in the field of coding. It is an emerging field in the world of science. BT course contains computer science as an essential part of the curriculum which makes it more versatile to work in other IT industries.

Considering placements, I’d say DTU = NSIT = NIT. Almost all companies that come for placements visit all these campuses, so the opportunity one gets is nearly equal in all colleges. In fact, companies like Google and Facebook have stopped visiting most campuses in India, and rather conduct an open test like APAC (for Google). So every college student has an equal standing in their recruitment process. It’s upto you how you present yourself before your recruiter.

So, choose either DTU or NSIT, you can't go wrong. Just work hard as much as you can after you get in, there's no limit to heights you'll be scaling.

Both my NSIT  and DTU friends have made it big in life. They have worked/are working in companies like Facebook, Google, Microsoft, McKinsey, Bain, there are IAS officers, quite a few folks who made it to IIM, FMS, Harvard, Stanford, MIT, Oxford, University of California.

Get in and work hard. Don't waste the opportunity after you start, a lot of people start taking it for granted after they get into the college.

You can take admission in DTU,NSUT,IPU if you have the valid caste certificate. The catch is your caste needs to come under the Central List. You can check out on your own if your caste is mentioned in the reserved category(OBC) central list.
