Yes there a SC quota in NTPC school of business. You need 45% Marks or equivalent percentile in Bachelors for a SC Candidate. Also , The CUT off for SC in CAT exam should be more than 70.

MBA programme is a two-year full-time residential programme at Pandit Deendayal Petroleum University (PDPU) under the School of Petroleum Management (SPM) . IPMG became the constituent of PDPU and changed the name to School of Petroleum Management (SPM). Short listing of candidates for SPM MBA Admissions is done on the basis of CAT 2016 /XAT 2017 Scores. average ctc 6.5 lpa approx and fees: INR 7.46 Lacs & seat 120(60 for Energy and Infrastructure Management).
NTPC programmes are in collaboration with iim ahmedabad faculty.
and 24 month programme is exclusively meant for energy sector.with electives- for in house and pvt sector requirements.
energy sector- would consist of renewable sources-like wind, tidal waves, hydro, thermal power and nuclear power.
it is a premier programme and my opinion is the passouts will not have problems in placements with eminent faculty and great sponsor .
So, it's upto youu which school you want to go.

RRB NTPC is a exam to secure their carrer as a railway employee .Application for NTPC still not yet announced .they will announced in their official website.

I suggest you should take time and prepare first and then give the exam that will ensure your selection but still you can try once to get idea of the exam.

Can I give ST. Xaviour BMS entrance test in 2019 if I passed class 12 in 2018?

The eligibility criteria for Xaviers Entrance test 2018 was that you must have passed or should be appearing in the qualifying exam in 2018 itself. If you are appearing in the qualifying exam later than June 30, 2018, then you will not be eligible to apply for St. Xavier’s BMS Entrance Test 2018.
You can expect a similar eligiblity criteria for 2019 also, hence you won't be eligible.
