According to section 4 of the Right to Education Act, 2009, TC is not mandatory for admission of school students to classes appropriate to their age. The law also directs that such students should be given special training in order to be on par with other students.
However, you are taking admission in college. The college requires TC from school as it is an essential document along with character certificate. If you don't have TC, most of the colleges ask you to submit your original marksheet. This depends from college to college. I'll suggest you to confirm it from the college you are taking admission in

Im a student of private school (Notre Dame Academy) standard 8.I want to apply for JNVST but according to the rule and regulations a student of government school is only allowed to apply for it.

No , Everyone falling under the required age criteria for admission is eligible to give entrance exam and then follows the selection procedures.
Also there is some quota for govt, rural & then girl students.
If you are a girl studying in a village, go for JNVST, you will make it. Life at JNVs is fantastic undoubtedly.
Anyone in class 5th ( minimum age 9), 8th ( min age 12) & 10th( age 14) can apply for Jawahar Navodaya Vidyalaya.
For 5th class students , forms come in September- October on NVS website. Fill it & send to the principal of nearest JNV. You can also get form from nearest JNV office. This test is called JNVST.
For 8th class students, it's called lateral entry test. Forms come usually in March -april . U can get form from NVS website or nearest JNV office.
For 10th class students, there is no test , they take a few students if seats are vacant on basis of 10th %.

hello Sir in Jee Main 2022 form, I filled My school details as CBSE certified school (As my school was cbse affiliated) but I was in a private school. Will NTA reject my application for this ?

Any school which is affiliated to CBSE is called CBSE recognised/certified.
Now,
Both Private and government schools can be affiliated to cbse and thus can be cbse certified.
For example,
Kendriya Vidyalayas are government chain of schools which are affiliated to cbse while DAVs are private chain of schools affiliated to cbse and thus certified by CBSE.
So,
If your private school is affiliated to CBSE and you have chosen CBSE certified while filling the form then you have done it right, and thus there's nothing to worry at all.

No, it won't create any problem. See the school or college type is just asked for the purpose of collection of data which can be used by the competent authorities whenever required for some specific purposes.
