First of all you need to appear for JEE Mains to get admitted into CSE in IIIT Kanchipuram or NIT Puducherry. You need to have valid score/percentile to get admission. Admission will also depend on other factors like eligibilty, availibilty of seats, reservation critetia, etc.

On the basis of your JEE Rank you will get admission into a college. Rank of a student is depends on various factors like the difficulty level of exam , number of student appeared for the exam etc. T get admission into NITs you need to participate in JoSAA counselling .If we talk about NIT Puducheery to get admission into this NIT the last year closing rank for CSE branch rank is 2914 for Oustside state student in 6th round of JoSAA Counselling . And the highest closing rank irrespective of any branch is 8714 for civil engineering.

NEET 2021 results have been declared by the National Testing Agency NTA.
To predict whether you will definitely get a seat in a college is an uphill task as cut-offs for colleges change every depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS seat matrix 2021
NEET 2021 Cut-off goes like :-
• General /EWS- 50th percentile
• SC/ST/OBC - 40th percentile
• General-PwD - 45th percentile
• SC/ST/OBC-PwD - 40th percentile
Marks wise cut off is as following-
• General - 720-138
• OBC/SC/ST - 137-108
• Gen PwD - 137-122
• (OBC /SC / ST ) PwD - 121-108
Though it was expected that due to higher difficulty level of examination cut-off for colleges will decrease, but it turns out students have performed exceptionally well and the cut offs have increased compared to last year.
See it is quite difficult to help you with the exact list of colleges as the counselling is yet to be conducted and the cut-offs keep on changing every year.
With marks you are scoring it would be very difficult for you to get admission in Government Medical Colleges. You could have assured yourself a seat by scoring more than 500+ marks.

Since the government colleges cutoffs under Sc category have exceeded 400 , you still stand a chance in Private colleges under MQ. But this year even private college cutoffs have gone high so it's not that good of a chance. You should still try it out because under MQ you might score a seat.
