is it possible to score 340 in biology only by reading NCERT or should I refer any extra material

340 out of 360 in Neet is a very good score in biology. But it is quite difficult to score 340 out of 360 in biology in Neet by only reading Ncert. Because Ncert gives the more than basic knowledge to a subject. In Neet there will be many tricky questions. For that one have to solve previous year papers taking up other coachings and online classes and exams for getting good marks.

see I assume you are asking about neet ug exam, ncert books are best for concept building, since there is no mathematics in biology you need ins and out information to get a good score. its not mandatory to join coaching, and by self study you can also achieve a good score. you may follow arihant publication books for practicing mcq questions for neet ug.\

Since you have failed twice and studying it for the third time,, so in this situation As per my knowledge you are eligible.
Because you can give three attempts for jee mains and your 12 percentage is taken in account only during counselling. So yes you can apply for jee mains and I wish this time you crack both jee mains and your boards. Best of luck dear.

what is reading timetable right strategy?
Your question is not clear as such, whether you want to know how to read a timetable or how to make one or how to prepare it according to a certain exam. Kindly specify the question in detail. In order to prepare a timetable, you need to know the goal which you want to achieve, the syllabus, the time you have to prepare for it, your strong and weak subjects, then the time which you want to give to a subject. Decide a format and a grid and then make the timetable.

reading ncert is enough fot neet or not
Yes, Information given in NCERT is enough for your neet examination, around 90 percent of the questions or more in your neet examination are from ncert .
But , yes you may find it difficult to understand each and every topic from ncert , also ncert doesn't provide you mcqs to practice.
So what you need to do is that you can follow books like Trueman's biology for reference to understand difficult topics , dc pandey for physics and op Tandon for chemistry.
After finishing each chapter you should practice numericals and mcqs . You should practise numericals and mcqs , go through past 39 year chapterwise papers of neet aipmt book for each of Physics, Chemistry and Biology by arihant and once you are done with the complete neet syllabus go through mock test papers.

i can only solve 50 - 60% of mcq after reading notes, i even revise them before solving mcq but not able to solve more than 60% ..how to improve

There is no need to worry for this small issue. Here are some tips through which you can easily overcome this drawback :-
- If you are not finding your notes useful than please try for any other resource for revision.
- Find out the particular area in which you are facing difficulties and than work hard to remove them.
- Use elimination method in solving MCQs means eliminate the wrong options as much as you can.

If you are interested in cosmic matter you have the option of becoming an Astronaut,Vyomnaut or a scientist.
The basic need is to get a bachelor's degree in a science stream
Keep updating yourself with various things that happen around you
to become an Astronaut or Vyomnaut you should have
1.Valid degree
2.Good sense of mathematical knowledge
3.If want to become an pilot minimum 1000 years logged as a former pilot
4.Physical and medical fitness matters a lot[height,weight]
5.Keep upgrading yourself in various stream that will help you to increase your exposure!
AS till now no manned mission have taken place in India,there is no formal regulations that has to be followed
But the above mentioned point are basics and will be always helpful
