i sat for jee mains 2019 and have passed my boards in 2019. am i eleigible to sit for jee mains 2021 this year?

Yes of course you are eligible for JEE-Main 2021 because as per the latest number of attempts if a candidate has passed his/her class 12th in 2019 or later on is eligible for JEE-Main 2021 and for you this will be the last attempt of JEE-Main so be careful.
On December 16th 2020 the application process for JEE-Main 2021 February attempt has been started by National Testing Agency (NTA) which is the conducting authority for JEE-Main 2021. You can apply for JEE-Main from the official portal of JEE-Main which is given below :-

Note that this application process will continues till January 16th 2021 and last date for payment of application fee is January 17th 2021 after which neither application nor application fee will be accepted and then after the correction window will be opened for the applicants from January 19th to January 21st 2021. Admit cards will be available for download from second week of February 2021 and the examination will be conducted from February 23rd to February 26th 2021 in two shifts per day, for February attempt.
A candidate will also have option to apply for one Session or more than one Session (February/ March /April /May 2021) together and pay exam fee accordingly. In other words, if a candidate wishes to apply only for one Session, he / she has to pay Examination Fee only for that Session during the current application period and will have opportunity to apply again for the March/ April / May Sessions.
Note that the photographs or images which you will be uploading for JEE-Main 2021 should be as same as the criteria set by NTA which are enlisted below as per the official information brochure released by NTA :-
- The recent photograph should be either in colour or black/white with 80% face (without mask) visible including ears against a white background.
- File size for candidate’s photograph should be in the range of 10 kb - 200 kb. File size for candidate’s signature should be in the range of 4kb - 30kb.
- File size for duly verified result awaited attestation form should be in the range of 50kb - 500kb.
- File size for category certificate (SC/ST/OBC/EWS etc.) should be in the range of 50kb to 300KB.
- File size for PwD certificate should be in the range of 50kb - 300kb in jpg/jpeg format.
To qualify for JEE Mains, there is no minimum aggregate percentage criteriabut yes if you want to take admission into NITs, IIITs or CFTIs then you should score a minimum aggregate of 75% in your class 12th if you belongs to General/Unreserved category and 65% if you belongs to any of the reserved category.
Also from this year according to New Education Policy the JEE-Main examination will be conducted in English, Hindi and other regional languages such as Bengali, Gujarati, Assamese, Kannada, Marathi, Punjabi, Tamil, Telugu, Urdu, Odia and Malayalam.
In JEE-Main 2021 there will be two sections for each subject, Section-A will be of Multiple-Choice Questions (MCQs) and Section-B will contain Questions whose answers are to be filled in as a numerical value.
In Section B, candidates have to attempt any five questions out of 10. There will be no negative marking for Section B.
All question will be of 4 marks and in MCQs there will be negative marking of (-1) on incorrect attempt.

Therefore, in Indian rupees it will be around 6200 to 7000INR for the general sat test. if consider for the subject sat then it will be $111.
