Central and universities are mostly better as compared to state universities due to following reasons.
1. They are controlled by UGC and central government.
2. They have more funding and that helps in having better lab situation and good placements.
3. Their position and brand name stands out as compared to other counterparts.
4. They have more research opportunities and exposure for students.

This diploma course is open to all yet you do need the required skill set atleast the basic knowledge. The admission to the course is done on the basis of 12th percentage. There will be no entrance exam conducted for the course. As far as I know your 12th marks should be considered for admission. Although you can confirm the same by getting in touch with the respective college that you are seeking admission in.

See there can be scholarship which is entirely dependent on your state. Now for West Bengal we have Swami Vivekananda Scholarship which is given to MSc students also. Like that you have to search with respect to your state. If your state have any of such scholarship program then you will get benefitted from the scheme.

see admission to abroad university is based on exam score in IELTS, TOEFEL like test and also depends on the overall academic records, projects, extra curricular activities , letter of recommendation etc. however there may be institutional priority to tier 1 institute. delhi university is one of the best university In india , so it might chances that students of du may get some advantage for it. but it is not impossible for students of others university to crack a tier 1 abroad college. so dont tension about it, just study sincerely towards your goal and clear all the exams which are left with excellent score.

if we didnt get CS branch in any good IIT should we take another branch in them or take CS in any NIT or state university?

In my opinion, in today's time, what matters more is college over courses. Even if you take some other branch in IIT and want to study CS related courses, there are minor programs and then there are many online courses where you can study CS. After all this there won't be much hassle in getting a Coding job at IIT during placements. Plus, the amount of opportunities you would get would be massive too in comparison to state universities. So I would say go with IIT.
