I hope you are doing good . I would like to aware you that admission process of us colleges is completely different from india. I can surely tell you from wherever you listened this thing is completely rumour or unauthentic . College from which you did your last qualification doesnt matter at all . Factors which are considered at the time of admission are Statment of purpose ,academic record upto some level , For phd research paper is considered mainly , Letter of recommendation , band scored in language proficiency test . I would advise you try to boost your profile by considering the mentiioned factors

as per ugc rules students are eligible to pursue one full time degree course with one distance education course. however you can not pursue two full time course simultaneously. due to covid 19 many of the colleges and university are conducting classes on online mode, but the rules remains same. so you have to try for next year for b.ed course.
