All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC , AIIMS and JIPMER are filled by DGHS. And the rest are filled through State Quota. Admission to 348 MBBS seats and 43 BDS seats will be filled under State Quota. So to just answer your question, ACMS seats will be filled through State Quota along with other Colleges of State University. State University is under government and only government of a particular state can make and changes in the syllabus ,grant degree to the students etc.
On the other hand Deemed university are those universities which are given autonomy by the MHRD,DHE on the advice of UGC
In this type of Universities they have the full power to set syllabus,course according to their preferences .
Both the universities are good it depends upon the college,But most state universities have more plus point that deemed,As the state University is accepted Internationally too,But a deemed University takes time to get into the list where it is known and accepted Internationally.

what is the difference between state University and central University

State universities are the universities that are owned by state. They are mainly for the students of that particular state, and have special state quota for the people of that particular state. Although other state people can also join these universities. These take admission through an entrance test held for admission to that univeristy only, with centres in that particular state only.
A central university is one, which is a national university. There is no state quota for students admitting to this university. However there is some caste and gender quota. These universities function at national level. The funds and other facilities are provided by government of India, and not any particular state.
In general the national universities are preffered over state universities, proably due to there better recognization.
