Yes Absolutely !! you are eligible. In order to secure a seat at a engineering college in Tamil Nadu, you need to clear TNEA (Tamil Nadu Engineering Admissions) exam. The eligibility to sit for the exam is 40% aggregate marks in 12th class in Physics, Chemistry and Mathematics for the reserved category students . Since you have scored over the required percentage you are eligible for taking up engineering.
The cut off marks for TNEA will be fixed by the Anna University to shortlist the candidates for further rounds of the admission process. You need to secure the minimum qualifying marks decided by the university. Percentage of seats reserved for SC under TNEA :
Scheduled Caste - 15% , Scheduled Caste (Arunthathiyars) - 3%

How many marks do I get to obtain a seat in govt medical college ?(Tamil Nadu) (obc) Both in state quota and all India quota in neet 2021
Previous year the last student who got admission to government medical college in Tamil Nadu under OBC quota had following marks and rank.
Under All India Quota
- Rajah Muthiah Medical College, Annamalai University: 10k rank
- Rajah Muthiah Medical College, Annamalainagar: 357 marks 2370 rank
However these are previous year cutoffs and might change this year depending upon level of toughness of exam and number of students appearing.

Rifaz, you haven't mentioned your Category. Neverthless, in 2018, under State Quota, the cut offs for various Categories have been as follows:
General Category: 568
OBC:525
SC: 423
ST: 404
Now this is 2018 data and we do not have 2019 data yet. In 2019, Tamilnadu's cut offs increased on an average of 80-100 per college. Now cut offs change every year and are dependant on various factors such as no.of Candidates appearing for the exam, no.of Candidate's qualified, top NEET score and difficulty of the exam. Now for 2020, based on your Category, if you belong to General/OBC, you should target 600 and if you belong to Reserved Categories, you should target 550 atleast.
