The exact prediction is difficult for admission possibilities based on your percentile. With this percentile the chances are less to get a seat in NITs, IIITs & GFTIs.
You can try for the state level counselling like Punjab, Haryana, MP Etc. I would also suggest you to appear for JEE Main April Session 2020 if you wish to get NITs, IIITs & GFTIs. Its application form is expected to start from 7th February, 2020.

State of eligibility refers to the state from where you will be giving your 12th board examinations. It does not refer to the domicile or the state you belong to. Hence you should apply for Tamil Nadu as your state of eligibility according to NEET 2020 guidelines.

yes, that can be possible. as neet exam has no age limit you can apply for neet exam while you are studying in any college. but during the form filling you need to correctly mention the year and date of your passed 10+2 exam.

Neet application form is published in 10 languages those are Bengali, Hindi, English, Tamil Telugu, Kannada, Orya, Marathi, Gujarati and Assamese. In which you have read that question will be in Tamil language medium then once submitted application form will not be changed of languages which has been introduced in the form in any case. But generally if your medium is English too then your paper can be in bilingual mode means you will get a option to see the question paper in English also. So nothing to worry. So, you have to enter only your 12th standard marks or scores.
