You haven't mentioned your category assuming that you belong to general category you have chances of getting seat in M.tech Turbo Engineering in Osmania University, Hyderabad considering your rank based on previous year cut off. The cut off for general category was 272. However, cut off is subjected to change it may increase or decrease depending on number of candidates qualified, difficulty of exam and number of seats available etc.

It is highly unlikely for you to get admission for a post graduation program fin computer science engineering in either of the two public/government universities that you want to get admission in.
You have earned yourself an extremely high rank. At a rank greater than 1200 in AP PGECET in cse, there is no way that you can get admission in any of the government institutes of the state. The government institutes of the state have very less number of seats and hence the competition is extremely intense. Infact the number of seats are so limited that it pales in comparison to the number of applicants.
The number of mtech seats available for cse in both the Institutes is only 25 each. Although you have ST reservation, still your chances are almost zero as you still need a good quota rank and the number of reservation seats are also very limited.b
As far as nanotechnology is concerned, you have great chances of getting an mtech seat in that branch. A rank of 18 is quite excellent and you may find admission in either Osmania University or in JNTUH. These universities have like 18 mtech seats for nanotechnology. Furthermore, you have a solid backup of Scheduled Tribe reservation.

You haven't mentioned your category and your state it's quite difficult to predict. As per your marks your rank is between 11K - 12K. With this rank there is no chance to get an seat. As getting an seat totally depends on several factors like the number of students appeared for exams and competition and your state, but there are some ratios upon which you could predict yourself. At this rank it is quite difficult to get seat(CIVIL) in College
Rank 122-101 for General
Rank 102-54 for SC
Rank 93-44 for ST

Based on the previous year cutoff score for GATE in JNTU Hyderabad, your GATE 2020 score as 267 for Civil Engineering, and the category you fall in as ST ( Male ), you have chance to get a seat in JNTU Hyderabad for M.Tech. The college is approved by NAAC, NBA, UGC and one of the leading college. And you can definitely expect the seat.

At this rank you can definitely get any College you want but let's talk about OU first the last year cut-off of ou is around 6621 for sc category ( electronics and communication engineering)
And for JNTU the previous year cut-off is around 7371 rank for sc category ( electronics and communication engineering)

you have secured a decent rank and with such merit rank you have higher chance of getting a seat in Osmania University, Hyderabad and JNTU, Hyderabad based on 2018 cut off trends.The seacured by candidate who have ranks below 1000.So after the filling of seats through GATE if there are vacancies you will get any of these universities.

At such a paltry score of just 50 marks, it is going to be extremely difficult for you to get admission in a good Institute. You may not get a government college for pursuing post graduation. However,since you belong to scheduled caste category, you may have some chances of making into the low tier government Institutes for mtech. But there is no guarantee as there is limited number of SC seats in such govt institutes and a lot of applicants. I hope you understand the gravity of the situation.
At this juncture, with your marks, you should look for good private institutes for post graduation and seek admission there. It is always better to be part of a good private institute than of an extremely low tier government college for education.
