The fee structure for Master of Technology (M.Tech) in both the colleges JNTU Hyderabad and Osmani University is as follows. In JNTUH the total fee is about Rs.60,000/- and in Osmani University it is about Rs.50,000/-. There is availability of scholarship in both the colleges or you can opt for loans from associated banks with the college.

The cut offs depend upon so many factors such as number of candidates appeared,difficulty of ex,number of candidates qualified,reservations,course opted and so on. Your estimated rank is between 11000-12000 based on previous year data. This is only an approximate prediction. Look, the no. of seat in both of os & jntuh in each branch is so less. As for example in os for cs no. of seats is 22 & in jntuh no. of seats in Cse is around 25.So, one should be with rank below 45 to get these streams in these colleges. So, you have less chances to get them.

You have got 32 marks in ts PGCET which is the the lowest marks,is the lowest qualifying marks as because 25percent marks out of 120 total marks that is 30 is the lowest qualifying marks in PGCET.
So sorry to say you.have to try for private colleges or prepare yourself for the next year PGCET.

Based on your rank and category you have slight chances to get into osmania,jntuh
But try to put some back up options while choosing colleges like cbit,vnr etc as cutoffs tend to change every year based on various factors.
But fill the application based on your preference irrespective of cutoffs

No with the marks you have scored its quite difficult to get an seat. Also you haven't mentioned your category and your state it's quite difficult to predict in your case. As getting an seat totally depends on several factors like the number of students appeared for exams and competition and your state, but there are some ratios upon which you could predict yourself. You could get an seat if your rank is somewhere between as per the ratios given below :
- Rank 122-101 for general
- Rank 102-54 for sc
- Rank 93-44 for st
