The dates for start of classes or session is usually not mentioned in the websites etc. So I would advise you to ask the college itself for clear information. If possible visit the college or write an email. Most college website just have dates for entrance exams and results etc and no class dates are given

If a situation like that arises, it is advisable that you keep a backup plan. Do not have high expectations. The cut off varies yearly, and it cannot be said whether there will be chances or not. Yes a candidate is eligible for Direct Admission to the Second Year of the B.Sc (I.T.) degree course if you have completed your Diploma in Computer Engineering after 10th grade.
But there is one condition that the candidate's university should be recognized by the Board of Technical Education or any other recognized Government Body.
As you have already completed your Diploma, you should also look for various Degree courses.

What is the difference between CSE and computer engineering for Mumbai University
It's almost the same just a little difference in the subjects offered in the course. You will notice that a single college doesn't have both the courses. Just one Computer Engineering or CSE, so it doesn't really matter. If you want to go for the generally opted Computer Engineering course, go for the one which VJTI or COEP are offering.
