If a student is selected in 1st merit list in a particular college under mumbai university, But he does not take admission as he is waiting for another college cutoff to go down in 2nd merit list. In this case , his pre admission form will still be valid for admission right ?

You want to pursue engineering. Right?
You might have appeared in JEE Main examination held in January and would have got the result too. If you performed well and you are confident enough that you will do well in your JEE exam again in September then you should go to apply for B.Tech.
Secondly, if you are not sure then you apply for BSc and give JEE as well. Then you can decide which one to choose. If JEE is better choose it and if bad go with BSc option.
