I have 71.8% marks in my cbse 12th board exams(passed in 2022) and am preparing for JEE. I want to give improvement exams in 2023 to better my percentage(up it to at least 80%). Will I have to give exams for all subjects or can I choose the subjects I want? And will I have to give practicals again?

Yes you can appear for the improvement exam. You can give the exam in all the five main subjects if you want. You can also choose the subjects you wish to reappear for.
Just remember you get only one chance for this. And you can apply for improvement within 2years after the year of passing.

JEE Main examination is conducted by NTA for the admissions to UG engineering programs offered by 31 NITs, IIEST Shibpur, 26 IIITs and 29 -Government Funded Technical Institutes (Other-GFTIs).
With this rank it is not possible to get NITs and IIITs however you can go for another attempt and get top NITs and IIITs colleges or there are many good other semi-government and private colleges which give admission on basis of JEE MAINs.

I have done my 10th and 12th from maharashtra and then shifted to UP during lockdown where my grandparents live and then given jee mains from UP gorakhpur can I apply for aktu college in UP as other state. I dont want UP homestate quota.

Is any relaxation in neet exam in UP having NCC C certificate OBC category and can be use NCC C provisional certificate during councelling in Uttar Pradesh
