i got 1323 obc ncl rank in jee paper 2 .. any chances to get any nit or spa

If you have home state for any NIT then that is good for you to get a seat in architecture or planning for sure
For JoSAA your category rank will be considered....while in CSAB counselling your CRL rank will be considered....There are limited seats for a particular category in any branch
You may have chances to get a seat in an architecture or planning course through CSAB counselling
You can check Last year JoSAA and CSAB counselling cut off according to the counselling Rounds branch and category through the following links....
