I got 546 marks in NEET 2019 with AIR of 25458. Do I have chances of getting seat in All India Quota ? I am a domicile of Uttar Pradesh.

According to the previous year cut off, there are 10 colleges which has a cut off below 546 so you may have a chance to get Government medical in Uttar pradesh with the help of State quta since you have domicile of UP. Though your score is very near to the cut off hence you may face some problem since cut off fluctuates each year and cut off may go up this year or may decrease.
With your score you may get medical seat in other states via all India Quota as well though I would be repeating myself that the cut off is very close to the score you got so you might face some problem in that front too. I am attaching links for you to have better understanding.
