IIT Roorkee had always been the first choice of a core civil engineering enthusiast.
Unlike IITB, IITK, IITD, the best institutes for technical education in other streams IITR has always been at par on civil engineering.
It has always been the best institute in India for civil engineering. Branches like transportation have always been there strong points on post graduation level.

When you talk about best civil engineering IIT then the name of IIT Roorkee comes into mind.
I think IIT Roorkee is the best college for this stream when you talk about placements and knowledge basis.

Well I guess IIT Roorkee is best as far as Civil branch is considered. Rest you can check as per your rank and interest.
