The cutoffs depend on various factors like the number of candidates, difficulty of exam, availability of seats etc so these change every year. Now if we go through previous few years' data, then you'll see the cutoffs are much higher for other state open category candidates. If you belong to Tamil Nadu, so the cutoffs for Tamil Nadu students will be low but for other state or non local open category candidates the cutoffs are higher. If you are from other state, then you must aim to score at least 1700 rank as in 2017 the closing rank was around 1813 and for TN students, the closing rank was around 13801. However this is based on last few years' data and this year the cutoff may change. You can check the cutoffs of previous few years' here
