which clg is better for civil engineering MMM or IET?

IET is far better than MMM due to the quality of students, now increasing placement records and toppers in GATE, CAT and other exams. IET also gets more exposure due to its location.

what is the cut off mark or weightage for ouat ug exam 2020

Though the results for OUAT UG 2020 have been already declared, the counseling has not started. So, we do not know the cutoff weightage for this year. According to previous year's cutoff weightage for OUAT UG, it is expected that this year for general category the cutoff will be as follows:-
- BSc Agriculture- 71.5- 77.5
- B.V.Sc & A.H.- 74.5-79 or 80
- BSc Horticulture- 68- 71.5
- B.Tech(Agricultural Engineering)- 69- 72.05
- B.Sc.(Forestry)- 65- 69.5
- B.Sc.(Home Science)- 50- 68.5( in spot round the cutoff weightage will decrease)
- B.F.Sc- 67- 69.05
For reserved categories the cutoff weightage can lower by 5 to 10 marks and may decrease more in spot rounds for all the courses above.

As per your question, as you have an average low rank in jee mains so you may not get any good NIT with core branches as per general category. So at this rank you may get NITS like :-
1) NIT goa:- you may get branch like civil
2) NIT durgapur :-you may get branchesike mechanical
3) NIT hamirpur :--you may get branches like mechanical , electrical
4) NIT puducherry :-you may get branches like ECE
5) NIT raipur:-you may get mechanical engineering
6) NIT AP :- you may get CSE branch here

Due to the nationwide lockdown, the IIM shortlisting and admission process has been affected.The IIMs, which conduct WAT-PI in the month of April conducted online interviews for admission. But since the academic session begins in June, most of the IIMs have completed WAT-PI process. Final result announcement has begun with IIM Ahmedabad and IIM Bangalore declaring results on May 8 and May 9. Due to coronovirus outbreak, the IIMs will begin its academic session of 2020-2022 from August 1 as directed by the (AICTE). All admission related formalities have to be completed by July 31.

First of all you must mention your examination name, that in which examination to have secured this much rank.
Apart from examination name you must mention your category, so that on the basis of your category I can predict that which colleges you can get.
So please state your complete question so that we can help you in the best possible way. Because there are many examinations in India and I cannot assume any examination by myself and predict you the colleges on the basis of your rank.

But still assuming your general category recognising your previous year cutoff it would be tough to get any government government college with this score or any free seat . As you did not mentioned which state you belong to, I am answering this question in general sense.
You have few chances to get a seat govt.medical colleges. But you can definitely get an A-category seat in one of the fine private medical colleges.
