I am afraid to say but you will not get any government medical college through any of both state quota counseling or AIQ counseling. Your score and rank is very low according to this year cut off. You may get private medical colleges in uttar pradesh at your marks. AIQ cut off for obc in round first of NEET 2020 is AIR 12353. And cut off ranks for OBC in uttar pradesh first round counselling is AIR 16990 for GMC, bahraich.
So you have almost no chances in govt MBBS college. You will definitely get a seat in private MBBS college of Uttar Pradesh.

what percentage is required for Admission in DCRUST and what are conditions of admission in it?

Talking about the admission in DCRUST through jee mains your cutoff for different should be(approx.) :-
CSE- 50000
Civil - 95000
Electrical - 88000
Electronics - 70000
Mechanical - 90000
Should be a pass in 10+2 examination from recognised Board/University with Physics and Mathematics as compulsory subjects along with one of the following subjects:
(a) Chemistry
(b) Bio-Technology
(c) Computer Science
(d) Biology
For admission to B.E./B. Tech. Bio-Technology, the candidates should be a pass in 10+2 examination with Physics and Mathematics or Biology as compulsory subjects along with any one of the following subjects:
(a) Chemistry
(b) Bio-Tech.
(c) Computer Science
Admission for B.E. /B. Tech.:
Admission shall be made on the basis of the inter-se-merit of JEE MAIN.
In all india counselling for second round do I need to register again and pay fees if I had registered for 1st round and not got seat??

Every year the verification was done physically with the student being present there but this year everything is completely online so if something goes wrong you will probably get an email or a call to cross verify the documents so i will recommend you to keep a check on email so if something is wrong you will able to communicate back on time

It would have been really helpful if you would have mentioned your Category and State. Nevertheless, your overall chances seems less for admission as the cut off percentages are set quite high for DISPAR.

You have not mentioned the name of the entrance exam or the name of the counselling process. However I am assuming it as NEET . According to the category rank you have mentioned in the question you cannot get any of the good NITs as per previous year's cut-offs but yes you can get NIT Meghalaya if you deserves Home state quota for it otherwise I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.
