This question is very open ended as you have not mentioned as to which diploma course you are talking about. Coming to your question, yes, there are management seats which are reserved. However their fee structure varies from college to college. Some run into thousands where as some run into lakhs. You need to be clear as to which diploma course are you talking about.

Becoming a bank manager after BCom directly is not possible you need a very good qualification followed by experience to become a bank manager. A bank manager is the head of the branch and it is approximately eight years to become one starting from Bank officer first. So you go for your masters degree to gain more qualification.
