Yes, diploma holders are eligible to appear for IIT JEE, but they will be considered similar to 12th passed candidates.
In order to get admission in IIT after diploma, there is no provision for special entry and thus, students have to appear in the JEE Advanced examination which is the only way to get into IITs for undergraduate course in engineering

Yes ,you can get admission in IIT with your qualification of 3 year diploma in engineering after 10th provided you fulfill rest of the criteria
This is because,
3 year diploma in Engineering which is approved by either AICTE or a State Board of Technical Education is equivalent to 10 + 2 in order to be eligible for JEE main and JEE advanced examination
Admission in IIT is through JEE advanced examination, so for reference eligibility criteria of JEE advanced is provided below:-
---------------------) you need to pass your class 12th/equivalent with at least 75% marks in aggregate in class 12 if belong to general or obc category or at least 65% marks if belongs to SC/ST or must be in the top 20 percentile in class 12 examination.This minimum percentage barrier in 12th was lifted off for the year 2021 i. e jee advanced 2021, if lifted again for jee advanced 2022 , then NTA will notify about it.
5 Subjects to be considered for calculating aggregate percentage are :-
Physics
Chemistry/Biotechnology/Biology/Technical Vocational subject.
Mathematics
A language
Any subject other than listed above
----------------------) You can give JEE advanced examination for the maximum of consecutive 2 years starting from the year of appearing for your 12th examination i. e to be eligible for JEE advanced 2022 your 12th board examination appearing year should be either 2022 or 2021
††† IMPORTANT NOTE:- For Jee advanced 2022 , it has been recently notified that those who missed Jee advanced 2020/2021 are eligible for jee advanced 2022 means those passed 12th in 2020 but missed jee advanced 2020/2021 are also eligible for jee advanced 2022.This decision has been taken considering the covid pandemic. -----------------------) There is upper age limit, according to which to be eligible for jee advanced 2022, you should be born on or after 1st October 1997. There is 5 years of age relaxation for SC, ST and PwD so candidates of SC/ST /PWD needs to be born on or after October 1, 1992.
