10374 rank in COMEDK general CATEGORY and not from Karnataka State, want CS or IT in NIE MYSORE. Is this possible at any round?

Nope bro, you can't get a seat in NIE Mysore and that too in CSE branch. As NIE is among the top colleges of karnattaka and you are not from karnattaka state as well. NIE, Mysore closes it's admission for CSE branch at around 2000-2500 rank in COMEDK. So hard luck this time, and best of luck for the future
