If you are failed in your 10nth examination then without passing that you would not be eligible for any further standard .
For getting admission in 12th standard you must have cleared your 11vnth standard  and for 11vnth one must have passed their 10nth standard
So inshort to pursue any further education you must have cleared your 10nth standard
